James C. Mills was born in Spencer County, Kentucky on September 12, 1839, the son of James Mills and Lucy Harvey. A farmer, Mills was 5’7”, with a light complexion, dark eyes and dark hair. Private Mills was discharged September 21, 1862 in Nashville on a certificate of disability based upon a gunshot wound to the left knee. They had five daughters: Sarah C. Mills Kennell (1839-1928), Ella Mills Sauer (1873-1968), Ida Mills Parson (1877-1956), Mary J. Mills Parson Balkey (1879-1916) and Annie (1889- ). Mills died in Cloverport, Kentucky on March 25, 1928.
