Samuel E. Ratcliff was born in Pennsylvania. Twenty-four years old at the time of his enlistment, Ratcliff was 5’3”, with a fair complexion, black eyes, and brown hair. Ratcliff was promoted from private of Company K on July 18, 1863. Ratcliff married Mary Hobson and was survived by a son, Thomas B. Ratcliff (1851-1931).
